Compare supplier quotes by first establishing that they cover the same requirement. Then normalize quantities, units, price bases, additional costs, and delivery assumptions. Keep technical eligibility and delivery feasibility visible beside the financial comparison. The lowest unit price can be attached to an offer you cannot use.
Use the supplier quote comparison worksheet (Excel) to produce a decision-ready record. It includes a separate space for unanswered questions so missing information does not turn into a guessed number.
Define the decision before opening the quotes
Write down the required item and specification revision, quantity by delivery date, destination, and approval constraints. Distinguish a firm purchase from forecast volume. Decide which requirements are mandatory and which are preferences the buyer can trade off.
An offer that fails a mandatory technical requirement should be marked for review or excluded with a reason. Do not give it a low quality score and let a cheap price mathematically cancel the failure.
Use one comparison scenario at a time: for example, 2,000 accepted units at one site by a stated date. If suppliers quote different quantity tiers, compare the tier that supports that scenario. Show an alternative purchase quantity separately.
Match each offer to the requested material
Read the quoted part number, manufacturer, specification, revision, and exceptions. Preserve the supplier’s wording alongside your mapping. If an alternative is offered, keep it as a distinct option until the technical owner accepts it.
Check that every requested line is covered and distinguish no-bid from missing response. Oracle’s sourcing documentation describes supplier and manufacturer part identifiers, alternate responses, and configurable partial-quantity responses. Your comparison should retain these distinctions when quotes arrive as documents too. Oracle response documentation.
Do not merge two versions from the same supplier into an imaginary best offer. Link each price, lead time, and condition to the same quote version, or obtain written confirmation that the combined terms are valid.
Normalize the price basis
Capture quoted quantity, order multiple, minimum order, unit of measure, currency, and price basis before calculating totals. A price per hundred, per kilogram, or per reel needs an explicit conversion to the comparison unit.
For currency conversion, record the rate, source, and date used for analysis. Keep the supplier’s contractual currency unchanged. Ask finance how to handle material currency exposure rather than treating one spot conversion as a guaranteed future cost.
Calculate the purchase needed to satisfy demand. If 1,000 units are required but the supplier’s minimum is 1,200, show the full 1,200-unit purchase outlay and the 200 excess units. Do not present the lower per-unit price as though only 1,000 can be ordered.
Add costs without double counting
Include confirmed packaging, tooling, inspection, transport, and other applicable charges. Label estimates and exclusions. Keep recoverable taxes and other finance treatments consistent with your team’s policy; do not mix gross cash outlay with an accounting cost measure.
An operational comparison can use:
Scenario outlay = required order quantity × normalized unit price
+ applicable one-time charges
+ additional delivery and other confirmed costs
Show recurring and one-time costs separately. If you allocate tooling across forecast volume, disclose the volume assumption and also show the first-order cash requirement. For international delivery, capture the agreed Incoterms rule, named place, and version where used. Those terms allocate logistics responsibilities and costs; a freight-included label alone may not establish a comparable destination basis. International Trade Administration overview.
Worked example: lower price, larger purchase
In this illustrative example, a manufacturer needs 1,000 identical approved components at one site. Both suppliers quote in dollars and can meet the required date.
- Supplier A offers $9.60 each with a 1,200-unit minimum and $300 freight. The purchase outlay is $11,820, including 200 excess units.
- Supplier B offers $10.20 each for 1,000 units, with the same delivery scope included. The purchase outlay is $10,200.
Supplier A has the lower unit price, but the first purchase requires $1,620 more cash. Those extra 200 units may have future value if demand is reliable and storage is appropriate. The comparison therefore shows excess stock and future demand assumptions, rather than calling the entire difference either waste or savings.
If Supplier A’s quote also requires noncancelable forecast releases, that condition needs separate commercial review. It cannot disappear into the unit-price column.
Compare payment and inventory consequences separately
A quote comparison becomes misleading when it compresses unlike consequences into one total. Purchase outlay, recurring material cost, inventory commitment, and payment timing answer different questions. Put them next to each other and explain which one matters for the decision.
For the 1,000-component example, Supplier A requires payment for 1,200 units. That does not make every excess unit worthless, but neither does forecast demand make those units free. Record who expects to use the excess, by when, and whether the specification might change first. If demand is uncertain, show that uncertainty directly instead of allocating all excess stock to a hypothetical future order.
Ask finance to review materially different payment terms. A deposit due now and an invoice due after receipt have different cash requirements even if their nominal totals match. Do not invent a financing rate to rank them. Show the deposit amount, due event, balance, and agreed payment terms. Finance can add a consistent evaluation basis if the amount justifies it.
If tooling is shared across releases, identify ownership, remaining charges, and the quantity over which your comparison allocates it. A tool included in the first offer might be separately charged in the second. Retain both first-order outlay and subsequent-release cost so the buyer sees why rankings change with volume.
Test a decision against uncertain costs
Use a sensitivity calculation when one unresolved figure could change the preferred offer. It is more informative than guessing a midpoint and hiding the assumption.
Consider a separate illustrative purchase of 500 approved parts. Supplier C charges $18 each plus freight that has not been confirmed. Supplier D charges $18.80 each delivered to the same site. Both meet the specification and required receipt date, with no other charges in this example.
- C's known material cost is 500 × $18 = $9,000.
- D's comparable delivered total is 500 × $18.80 = $9,400.
- C remains cheaper only if its additional freight is less than $400.
- At $400, the totals match. Above $400, D has the lower outlay.
The useful next question is therefore whether C can confirm freight below $400 for the required service and destination. A $250 estimate is not a confirmed $150 advantage. Record the quote's uncertainty and decide whether the buyer can wait for a firm answer. If C requires a faster, more expensive route to meet the date, use that route in the comparison.
This calculation does not select the supplier. Reliability, technical approval, available quantity, payment terms, and other documented requirements still matter. It identifies one unresolved fact worth obtaining before the buyer decides.
Make the award record reproducible
Give the decision owner a short recommendation with the evidence attached. State the requirement, the offers that meet it, the chosen comparison basis, the unresolved conditions, and the approval being requested. Name any trade-off explicitly: higher outlay for earlier receipt, a larger minimum purchase, or an approved exception to the normal specification.
Ask a second reviewer to reproduce one line from the original quote. They should reach the same normalized price, purchase quantity, and total without asking the preparer what a cell means. Then check the highest-value or most uncertain lines. A consistent formula can still apply the wrong pack conversion to every row.
Track comparison readiness as the number of required lines with either a complete eligible offer or an explicit sourcing decision, divided by the number of required lines. Keep no-bids and unresolved lines visible. Measure elapsed time from a complete RFQ to a decision-ready comparison, separately from time awaiting the buyer's award. A faster spreadsheet is not a better result if it omits technical review or shifts clarification work to the approver.
Resolve uncertainty before presenting a ranking
Ask targeted questions about unknown freight, validity, lead-time triggers, or specifications. Use the quote follow-up process to keep these clarifications attached to the correct offer.
Where a deadline arrives before an answer, label the offer conditional and show what would change the decision. Do not populate unknown charges with zero. A sensitivity range can help the buyer judge an estimate, but it remains an estimate.
Finish with the recommended option, rejected or conditional alternatives, assumptions, outstanding risks, and decision owner. Supplier selection remains the buyer’s judgment. Archive the selected quote and approved deviations, then verify the resulting PO against them.
